B - Option A sounds good due to significant storage costs irrespective of primary or secondary. But there is no clarity as to which storage costs is significant. Considering this it's good to establish a clarity with the data owners and legal on the regulatory data retention requirements followed by data retention defined in the organisation data retention policy. Accordingly, a decision can be taken which can either be A, C or D in agreement with the data owners and legal.
